TITLE: Manager of OCC
REPORTS TO: Director of OCC
Overview:
The OCC Manager oversees the daily operations of the airline&39;s Operations Control Center, ensuring the safe, efficient, and regulatory-compliant management of flights. This role involves supervising the OCC team, coordinating with internal and external stakeholders, and responding to operational disruptions to maintain on-time performance and customer satisfaction.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Manage OCC operations.
- The line of communications and interfaces between departments as listed in the ORG Chart for the purpose of operational control, also the process control and measurement as listed in the SMS Manual.
- Substantiation of the software for weight and balance / performance.
- Self-audits of OCC.
- Dispatch Releases on a regular basis.
- Ensures adequate personnel and facilities are maintained to support all Global X Airlines operations.
- Chair the OCC Review Board.
- Calculate Dispatcher duty time to comply using the limitation under CFR 121.465
- Update the Manager OCC Quick Reference Guide as required.
- Ensure compliance with all flight planning and flight filing requirements for special areas of navigation including RVSM.
- In coordination with the VPFO (DO), to ensure that OCC operations are conducted in accordance with applicable regulations, company OpSpecs and the OCM
- Maintain the Routes and Airways Database in Global X Airlines’ Flight Planning System and updating company specific NOTAMs.
- Keep management personnel apprised of the status of operations.
- Assist the VPFO (DO) and Dispatchers, in conjunction with the captain (PIC), in canceling, diverting or delaying a flight.
- Issue advisories to operating locations and company management concerning the operation of all flights regarding delayed, suspended, or irregular operations.
- Ensure that proper entry, over-flight and/or landing authorizations, when required, are obtained prior to departure for flights scheduled to operate outside the US.
- Evaluate OCC procedures for effectiveness and recommend revisions as necessary by completing a Management of Change (MOC) request per MPP 11.12.3.
- Oversee dispatchers and coordinators in daily operations and act as focal point of Dispatch Resource Management to ensure positive flow of information within the company.
- Actively monitor dispatch workload and desk balance of flight releases. Re-distribute flight workload as needed, particularly in times of irregular operations.
- Manage routine audits and quality control monitoring to ensure standardization and compliance of the Dispatch and Load Planning products.
- Supervise Aircraft Dispatchers and Coordinators in performance of their duties to include company policies, procedures, and Federal Aviation Regulations.
- Coach, council, and discipline up to and including separation of employment as applicable.
- Coordinate the execution of departmental fuel savings initiatives to include programs such as standard and contingency fuel policies and cost indexing, as well as other company initiatives such as EWINS and the Safety Managing system.
- Develops and implements the dispatch department&39;s training curriculum for new hires.
- Monitors compliance with FAA regulations and company manual policies.
- Provides mentoring and coaching for dispatchers and ground coordinators.
SKILLS AND QUALIFICATIONS:
- Bachelor’s degree in aviation management, Business Administration, or a related field preferred.
- Minimum of 5 years of experience in airline operations, including OCC or dispatch functions.
- Previous leadership or managerial experience in a high-pressure operational environment.
- FAA Aircraft Dispatcher Certificate.
- Strong leadership and decision-making abilities.
- Excellent verbal and written communication skills.
- Proficiency in operational software systems
- Ability to work effectively under pressure and adapt to rapidly changing circumstances.
- Flexibility to work irregular hours, including nights, weekends, and holidays, as needed.
- Strong understanding of FAA regulations, airline safety procedures, and industry best practices.
